Free Trade Agreement Between Turkey and EU

EU-Turkey trade relations are based on an Association Agreement from 1963 and a Customs Union agreement, which entered into force on 31 December 1995.

The Ankara Association Agreement, which strengthened their economic and commercial ties, was signed by the European Economic Community (the EEC; the EU's forerunner) and Turkey in 1963.

In 1973, an additional protocol that intended to more closely coordinate economic policies between Turkey and the EEC and gradually create a customs union between the two countries came into effect.

Trade Agreement with Non-EU Countries

Turkey, being a party to the General Agreement on Tariffs and Trade 1947 (GATT) and a founding member of the World Trade Organisation (WTO), conducts Free Trade Agreements in line with the GATT.

In addition to trade agreements with the EU, Turkey also is engaged in a free trade agreement with many countries, as well as negotiations with many others.

Duty Rates

In most cases, import from Turkey is treated as an intra-Community acquisition of goods. Therefore, it does not require extra customs charges. Nonetheless, when importing agricultural products or commodities made from coal or steel, you should be careful.

VAT Tax

Deliveries of goods and services are subject to VAT at rates varying from 1% to 18%. The general rate is 18%.

VAT is also collected at the point of import. The VAT rate is the same rate as the one that is applied for transactions in the country of origin.

Exempted Goods

Here is a list of tax-exempted goods and services:

  • Exports of goods and services from Turkey
  • Mobile phone roaming services, on Turkish territory, are provided to arrivals from outside Turkey, but on condition of reciprocity by the resident state, following international travel agreements.
  • Free zone manufacturers
  • Oil exploration activities
  • Port and airport services for ships and planes
  • Imported machines and equipment within the scope of an "investment certificate"
  • Transit transport
  • Deliveries of goods and services by diplomats and representatives of foreign consulates, subject to reciprocity, as well as for international organizations subject to tax exemption and their staff.
  • Insurance and bank transactions.
